I often translate this sort of language into "one can usually expect  
consistent complaints if the dip is noticeably less than .390" or  
greater than .420"". Or "we find our time better spent on other  
things if dip is already between .390 and .420".

The "pre-'84" "spec" was .390. Those "New York Improved" parts from  
the mid-80's spec'd at .420 for just a couple of years.

Note that blow is "typically" 1-7/8 for a D, 1-3/4 for the other  
sizes... Plus or minus 1/8 is not unusual. !

I'd recommend much thought and care go into changing original factory  
set-up. It can often be improved, but it is much easier to make  
everything worse by changing only one or two things. And most factory  
set-ups work better than most of the after-market setups that I see.
