Thanks. I'm afraid you'll find it somewhat difficult to pursue these composers, unfortunately. Solo Rumores is unpublished. The other pieces are published by Ediciones Mexicanas de Música, which really doesn't distribute outside Mexico (only with considerable difficulty). But the Ibarra and Costeña can be found through interlibrary loan. If you are VERY interested, let me know and I can provide some help.
