Correction: The bushing cloth was meant to be a
test,  not to be installed.  sorry.  Do the appropriate
damper wire bends to get rid of it.

Susan,
I have had a noise like that before, and found it to
be the damper head hitting the plate.  I know you
said it looks far enough away from the strut, but so
did mine.  Try putting a piece of bushing cloth or
something between the head and strut.  If the noise
is still there, ok, I was wrong.
