When copper oxedizes the oxidation provides a protective coating which retards further corrossion. This is not the case for iron which continues to oxidize despite an out coating of the same. Steel wire is too stiff and inflexable to be used for string sinding. It would tend to spring away from the core unless attached in some other way than just a swage on the core.
