Dear Bob,

1st thing to check with heavy action is key bushing friction.  Make sure the
keys bushings have been treated with dry lube and that they are free
(please no graphite).

If the voicing is not up to 100% the action will feel heavier.  

They main variable in Steinway actions is the Key Ratio.  It varies from
piano to piano from period to period.  Learn how to measure key ratio using
the weight ratio method.  As described in The New Touch Weight Metrology -
PTG Journal June 1996 


Key Weight Ratio Zones:

Low     0.45 - 0.50
Medium  0.50 - 0.56
High    0.56 - 0.62

Steinways can be in any of these zones.

I suspect that you are using a replacement part that is like the original
with a center pin to center of knuckle core distance of 15.5mm.  With this
part a medium weight hammer will work with a low keyratio.  For a medium key
ratio you'll have to go to a Ronson and pear down as much weight as you can.
For a high key ratio just forget it.  Go to a part that has the knuckle
further out (17mm), or move your capstan/heel line in towards the balance
rail. (don't try this at home).
