Last year, the Ohio Attorney General squashed a local dealer in such a manner. The dealer was Henderson, who is the local Young Chang and Yamaha dealer. They held a sale at the University of Cincinnati, and were later hit with a fine for deceptive advertising. I believe that the fine was in the range of $10k, but I'm not sure on the details. They also had to offer to buy back any piano sold there, and I heard that a few were returned. So, there definitely is a line you don't want to cross, at least in Ohio.
