RE. Wild strings in new pianos

Well, I am writing from a country so far away from the United States
:ARGENTINA.
I want to make use of this opportunity to greet everybody.
Someone ask about problems whith strings in the upper octaves in new pianos.
I find, here in Buenos Aires that problem in old pianos also. Somebody told me
that the cause would be that the string had differences in the diammeter along
its length. He told me also that to keep the wire in small rolls could
produce problems when it is use to replace a string. I am very interested
if somebody else could tell me something about this subject.
