Throat depth is the distance from the center of the quill (drill bit)
to the outside diameter of the post.  If you are speaking of the
distance from the table to the chuck that is  called the drill depth
(I think).  Check that the post is not being swallowed by the base
(which can be used as a table for your purposes) or the drill head.

ALso you can order a new longer post for your model.  Contact Delta or
your local Delta dealer.

You do not need the amount of wood that Wally left at the bottom of
the tool.  You can cut a good portion of it away being careful to cut
perpendicular to the lowest tangent of the circle.  (Keep it
straight.)
