Ratio to yeild Front Weight Ceiling with 38 BW
and existing strike weights:

The ratio is the problem here.
Moving capstan/heel line to make medium leverage is 
the least you need to do to make the action feel good.

Moving the ratio down to the full zone will make the action
feel even lighter and even allow for an increased strike weight.
