The problem I see with that technique is that you are only heating the wire
thus making the pitch go down. In order to really stabilize the tension, I
think the string has to move either on the bridge or the aggraffe or both.
Of course, if you rub hard enough, the added pressure will move the string
at these bearing points and could make the string more stable, but it could
take more time than turning the tuning pin and give a less desirable result.
