Countersink the holes after you drill for the pins. Just enough to chamfer the veneer layer. This will take care of 90% of the tear out. I usually finish the veneer before drilling. This seems to help avoid tear out. Make a companion test block along with the regular block to test drilling methods. You can also drill test holes in the block in areas that will be covered by the plate. Soaking the veneer with CA is a tempting idea but remember that you have to drill through anything you put in the veneer.
