   Yes,  the offsets are to be used to alter an ET tuning.  You can and and 
subtract the values for interval size, i.e.  the C is raised 4 cents and the 
E is lowered by 2 cents, then you have a reduction of 6 cents in the C-E 
third, which since it was 13.7 cents wide to begin with, ends up near to an 
eight cent third.
