"Visiting" Tuners

Do you know that the visitor/visitors do not "pay Wisconsin Sales tax 5.5%
(and have) a business permit"? They certainly need to abide by applicable
local/state laws. If they do that, I don't think I understand your
discomfort with their presence. If they do not, hmmmmm, that's another
matter - whether to report them or not - perhaps it should depend on whether
you feel their illegal business is having an adverse impact on your
business. If it is, then I might be tempted to report them if I were in your
shoes - I certainly could not blame anyone that did report detrimental
illegal activity such as that.
