missing plate bolts

I recently serviced a 1918 Baldwin grand which had two bolts missing, both in 
the bass end over the pinblock.  The bass end was flatter than the rest of 
the piano.  I went ahead and raised the pitch and experienced no problems, 
but I was nervous about it.  Should I be?  Is this any cause for concern?
