Bill: You need to do some more analysis. First, create a paper pattern of the string set very precisely, showing also the unwrapped portions from agraffe to wrap and bridge to wrap (this just takes a bit more rubbing); measure the string characteristics of the end strings (cores, wraps, doubles, etc.) and wherever there is a change in wrapping measure, and certainly where there is a change in number of wraps if any. Locate and pay a willing person to analyse the bass string scale for you. Secondarily, depower the piano by way of softer hammers, lower letoff, etc. Measure the counterbearing angle and check whether it is excessive and can be modified (in the bass this is easier). Third, have a frank discussion with the church people about the consequences of all of the above--potential costs, aural impact of depowering, etc. This is not an unusual situation.
