My understanding is the balance rail bearings are part of the concept of the Accelerated Action Patent. The date listed for this patent is September 4, 1936 with credit given to F. A. Vietor. This doesn't answer when Steinway started using them, but at least gives a reference to approximate time line of their introduction.
