Hi David,
             The ratio seems very high. Closer to  .5 should be the norm.
How much dip/ blow distance, is needed to make this work?  Can give you
some clues.
Take a close look at the jack, knuckle clearance to gain some clues as to
weather the wrong knuckles have been in stalled.
#15 seems to have some friction issues, that some one has tried to bury
with weight off.  How bad are the adjacent notes?
Hows the damper timing?
Just a few things to mull over before chasing the capstans.
