Hi Newton. I don't quite understand what you are trying to point out in your
post. Are you trying to say something about covering the damper boards with
felt (like the ones from Schaff) and then putting the other parts on?

The bass dampers from Schaff, as well as most any on a new piano, have a
layer of felt (usually red) on both sides of the damper board - the dampers
then go on one side, and the felt "connector" square goes between the other
side and the damper block or dowel.

Could you please clarify. I may be stupid here. Thanks.
