Hi Don,
           Ops I thought the topic was wippen cloth.
Balance rail holes, steam works fine if the bushing cloth is in good
condition.  It will not last long if the bushing condition allows to key to
wobble all over the place.  This will put quite a bit of unwanted leverage
on the hole.
A temporary field fix can be effected by springing the BR pin forward, and
out of the worn cup.
