I used to use a checkering file on the felt will soften the surface. It would work some of the time to soften the felt on an old beater. Holding the damper head securely was tricky. I switched to a different scuffing method to soften the surface. A wire or bristle wheel in a Dremel tool. If the body of the felt is not resilient, there is no other recourse than to replace. I think I tried the fabric softener trick years ago and the felt was hard again within six months to a year. So if treating the surface with the wheel does not work, replace.
