You tell him just that way. Ask to see the invoice for the work done. =

may have very well gotten precisely what he paid for and was promised,
didn't hear what he was told, and presumed too much - or he was lied =
to and
ripped. In either case, he needs to know where he stands. Gently, but
leaving no doubt.
