Yes. The thinners you are referring to are intended to be used with finish
materials promoted as containing epoxy. They might but it is more
advantageous as a marketing tool than anything actually improving the
finishing characteristics of the material. And it is true that these
thinners will thin epoxy. They don't do the epoxy any good but they do make
it thinner.
