In the 'perfect' world, yes..... But that's what makes those 'challenging' 
pianos so tough.  By being so ridgid in the temperament octave, the tuner is 
faced with an impossible puzzle when facing the break and the bass.  The 
single octave works, but the double doesn't.  Or, the double sounds good, 
but the singles don't.  This dispays the shortcoming of the traditional 
inside out tuning.  Unless you are willing to start over with a slightly 
different octave width, the end-to-end tuning is compromised.
