One can get heat shrink Teflon Tubing. There is one size that will just slip
over wippen springs and stay snug after you have "shrunk" it with a heat
gun. This is a good fix for S&S wippens that have had the "GOOP" put into
the balancier spring slot and isn't easily removed. <G>The only person, I
know, who may have the info of where to get it, is Ed McMorrow, (of "Light
Hammer" fame), in Seattle. He's a PTG RPT, so his number, etc. is in the
Directory.
