I know it is too obvious. 

But are you sure you used the proper sized caul?

Front rail and balance rail, are frequently different sizes, and should always be checked with a micrometer, to confirm that the proper size caul is used.

  I think you misunderstood me. I used the steam to remove the old felt and it works wonderfully. 

   

  The mystery is why did the balance rail turn out too loose and the front rail a little snug? Check out http://www.spurlocktools.com/id55_two_caul_method.htm to see the method and tools I use to put the new cloth in. There is also a picture of the glue pot there which is just like what I use to steam the old felt out with.

  It is very fast and easy to use, and as you said it is perfect for balance holes that were too big.

  Maybe the wood was too wet.

  Is there a possibility to dry it with a heat source, in order to prevent the felt to fall down after it has been glued?
