As I mentioned on one of my posts, I also use "percent of a half-step" when describing pitch to a client. You are correct that the piano-technically uneducated seem to understand that better. But on this list, where I think most of us are reasonably well educated piano-wise, I should think it appropriate to use proper terminology - or, as you may have noticed on that long thread, there can be quite a bit of confusion regarding exactly what is being described.
