Well, I have always been restringing with the use of new over sized 
pins. It is a normal procedure.
If you work on a piano with a good and average normal pin block (by 
which I mean : not a pin block made of match box wood, if you know what 
I mean) then it is absolutely legitimate to use an over size.
Any healthy pin block can handle an over size tuning pin.
Most technicians, when restringing,  use a new tuning pin, let us say 
two sizes bigger.
This is wrong : one should measure the torque of the new pins  and 
re-pin accordingly.
An average torque is, as far as I know, around 1200 newton.
Samick had (maybe now has) 1600-1800 and that is why many Samicks can 
not be tuned, unless you have a tuning lever of at least 2 meters.
Bechstein had 1800 Newton but seems to have changed this to a lower 
torque, amongst other because we complained about it at the Factory in 
Seihennersdorf.
If you could have seen how at the Bechstein factory they PUSH in their 
tuning pins in the tiniest holes imaginable, you would not have come 
forward with this question.
The force with which they push in their tuning pins in this tiny hole 
is painful to watch and makes you want to be a eunuch or a 
hermaphrodite.

After seeing that, you won't get bothered about this issue anymore.

I only use CA glue just every now and then.
It was Susan Kline who brought it up in combination with white glue.
A truly remarkable invention.
