I have a set tuning fee. Whether I spend 45 minutes or "1.5 hours", my fee 
is still the same. On average, I take about 55 minutes for a complete 
tuning, not including PR, which tacks on another 20 minutes or so. Most 
everything else like repairs and regulation is billed by the hour. I 
normally will not charge for minor stuff that takes only a few minutes to 
complete.
