Are you trying to stiffen the key here, or applying a harder wood patch 
reinforcement with a bigger gluing area than if you just glued the edges of 
the original break back together? I use manilla card stock for this instead 
of veneer, with no failures to date.

It's true, a top plate will add more stiffness than a shoe of the same size.
