The other thing you can try, if the hammers are bored to short, is to raise the stack slightly.  Get some small washers and place them under the feet of the stack through which the stack screw goes to hold it down.  It is possible you might have to get a slightly longer screw, but probably not.  Then regulate a few notes and see how it is.  You won't probably have to raise it that far.  Be careful that the drop screws don't drag on the bottom of the block or hit the stretcher, but likely you'll have enough clearance.  

As Bob Davis pointed out, I was doing some Yoga and standing on my head and viewing things upside down when I suggested to shim the balancier.  It must, of course, be made thinner.

I sent off my other post before I read this.  I would be curious to see whether or not the bore distance matches the difference between hammer flange center and string height.  My guess is that the elevations don't match and that the hammers are bored too short.  In that case, the easiest solution will be to shim the end of the balancier.  Otherwise, you will have to pull the hammers, plug and rebore at the proper distance and then you might have a hammer tail length problem...

5 year old Steinway L. Original parts. Rep spring tension 
on the high side  in general, but I'll recheck the notes 
in question.
