The monkey should not be protruding below the keyframe.

Start at the beginning with proper specs:
key end lifter felt   1 3/8" above keybed (at rest)
under lever about 1 1/2" above keybed (at rest)

This places the sos. tab at 1 7/8", the blade tip is then adjusted to be
1/16" above that (at rest) or 1 15/16" and also set to be 1/16" into
the tab when engaged.

If the key end lifter felt is too low, either install a thin shim 
under the back rail
(might change geometry, magic line) or install a thicker lifter felt. 
This needs
careful consideration. There should be an underfelt already so I might be more
inclined to go with a thicker key end lifter felt.

The underlever should be horizontal when fully engaged (key at full dip).
If the front is lifted beyond level... may the force be with you.
You'll have your work cut out for you.
