How to adjust let-off with no adjustable capstan?

That's pretty weird. Seems like it would be worthwhile to plug the holes, if necessary, and install some proper capstan screws.

Hi List,
As a further to the image I sent, and the query. The piano is a Braumuller, made in New York.
The capstans, are like nails, unable to be adjusted, I can't find any way to adjust them.
Any ideas??
