The blinking lights on your router simply mean that your router is 
connected to the Internet.  If by router you mean cable modem or DSL 
modem - if it's powered up it's connected to the Internet, and will be 
sending/receiving packets.
 If the lights on the back of your computer are blinking (at the 
Ethernet/RJ-45 port) then your computer is sending/receiving packets.  
Even this though, does not indicate that the traffic is Internet bound.

It does phone home though, and worse than that - if you're not protected 
by either a hardware or software firewall, other computers are almost 
certainly communicating with yours.  This is the true danger, not 
Microsoft's peering eye.  Though, that does feel a bit like Sauron 
leering at you doesn't it?
