Why would you need a cable modem and router if you are not using the internet? Cable computer connections are "always on" even when your computer is off. That's why you pay a monthly flat fee for that connection. It's not Windows but your cable provider who benefits! Talk to them. If it's a free add-on, why not use it? How will you send and receive e-mail without internet access?
