If you do not have the equipment to drill and install key leads there 
is a product
called "Jiffy key Leads" which are fastened to the key with screws.

The biggest problem with early damper timing to adjust weight is that once the
damper pedal is engaged you loose the effect. Weights (back leading) is not
affected by damper.  A Baldwin Hamilton in the shop now just received a -6g FW
worth of back lead on the white keys. Keys A0 and C8 received back leads so
as to duplicate the FW of the others (generally, all naturals have 
the same FW).
