Glue for older plastic keytops?

I'm looking for something more permanent than CA. What were these things
usually glued down with originally? I tried Duco model cement once in a
similar situation without great success.

I've got a piano that was recovered with this stuff probably 40 - 50
years ago, and a couple of them are just beginning to lift at the
overhang. What's the recommended glue to use in this situation?
