David,
I'm not sure I understand your post completely.  Do you have a strike 
weight specification that you're following for all 88 notes?  If so, is 
the problem only that you're not getting as precise as the specification 
calls for?
What do you mean when you say "I'm not having to deal with the key 
weights at all"?
Also, when you mention that slightly different hammer weights translate 
into different spring tensions, I'm not sure I know what you mean.  
Repetition spring?  Whippen-assist spring?
Remember also that "slightly different hammer weights" are multiplied by 
about six at the front of the key.  

I'm certainly no guru, but if I better understand the problem I will try 
to help. :)
