Dip Anyone?

1930's H.F. Miller Grand 5'7"
Arrived in terrible state of regulation.
Regulating from scratch, after regulation, end up being unable to obtain 
sufficient dip on Naturals - hitting the Sharp front rail felts first.

Key ht at 62mm (started at 63mm)
Sharp Height at 12mm above Naturals (started at 13mm)
Blow about 1-3/4" (started at 1-3/16")
Trying to get around 10mm dip @ 1-3/4" blow - it works well when I remove 
the sharp front rail punchings.

Any ideas?
