Worn Letoff and butt buckskin on Vert Regulation

1) At some point it becomes necessary to replace the let-off button felts to do a stable regulation
2) See the first article in the PTG General Repair reprint book for comprehensive instructions for vertical hammer butt leather replacement.  It's not hard to do if you do it right.
