It doesn't have to be sheet metal. It also could be cardboard or plastic
sheet.

Is there a subsitute for sheet metal?  I don't have a shop.

I made mine out of tag board-the stuff that's on the back of 8.5x11" paper
tablets.  Cut it in half.  Tape the edges of the 5.5x8.5" tag board with 2
layers of masking tape.  Its been flexing over treble dampers for 5-6 years
now.
