The real reason is that "stretching" is not the issue.  It's "bending".  
Hitch pin loop, bridge pin jogs, agraffe jog, counterbearing jog, tuing 
pin coil.  All of these bends are, initially, not the shortest distance 
between two points.  Agressive squeezing of loops, tapping of bends, 
squeezing/twisting of coils, lifting/tapping down coils, all of this 
helps stabilize the string, but in the end it just takes time and 
playing to get all of the bends settled so the string will stay in tune.
