Kent,
Your mystery clues are not complete. We need to see one more photo of the
bass view from behind where the lifter rail is shown.
What brand piano?
Does it look like some other mechanism is missing?
Do the wires seem to make up combinations, such as chords, or octaves?
Could be used to activate player or organ mechanism.
Let's hear how you go.
