Some are, some aren't.  Are you looking at Young Chang pins?  They are plated.

Are center pins in fact plated? I have heard for years about issues with the plating on center pins, but I have never observed it myself. I took a file to this pin to see what lurked below the surface and it looks like the same material all the way through to me. Maybe I've just been examining the wrong pins!
