When I drove out to California for the Anaheim convention, they have a lot of those lanes there. The people on them did move faster.

  High Occupancy Vehicle lanes. Intended for car pools, but some jurisdictions allow buying a pass to drive solo (e.g. Minneapolis metro area).  Some allow motorcycles or high-efficiency vehicles solo, no charge.
