Probably a mischaracterization.  Many (probably most) shops do things the
old fashioned way and all are capable of doing it that way if the customer
wants it.  Most shops will give the customer what they want and none that I
know of make changes without customer knowledge and consent.

What i see from many competent rebuilders in the US is that many of  
them try to add some of their own extra design features to improve the  
instrument, what is often not what the owner wants for sake of  
originality.
