IMHO: high liklihood. I've serviced a number of Asian pianos that were 20 years old with this affliction. Bobbling hammers? I've seen hammers bobbling so bad that I couldn't even tune the piano - piano owner never noticed. Some aren't even bothered with bobbling hammers after you point it out to them!

  What is the likelihood that the piano had overly strong damper flanges, un-noticed for 22 years ?  The customer didn't complain of bobbling hammers. That problem occurred after Matthew adjusted the capstans and let-off. We are into the second or third stage of treatment without diagnosis.
