For clarification, Quiet Time does affect regulation because of the
increased let off as you mention, but Quiet Time is not a part of the normal
player installation. It is an option used with the addition of the recording
strip and a MIDI tone generator. Upon flipping the lever a limiting rail
rotates down to prevent the hammers from striking the strings. The action
feels normal (with the exception of the increased let off) but no string
noise is produced. With the record strip and MIDI box it becomes a digital
piano with a real acoustic action.

On a well installed PianoDisc player system the action regulation is not
hampered in any way. Nor is the structural integrity of the piano in any way
compromised. Well installed being the key phrase. I've had issues with some
of the installs from Keyboard Carriage even. But usually even a poor install
can be corrected by a competent installer.
