What about turning and rolling the bass strings?  Or using a scotch bright pad on the bass strings and then twisting so that the swedging part of the wire is going in the correct direction.  Would that help liven them up?

 The pros:  It will, a certain percentage of the time, liven them up.  It doesn't cost as much as replacement and stability is better.
The cons:  it often doesn't work any appreciable magic.  It adds a certain amount of wear in the pinblock.  It runs a risk of breakage at the becket. 
  I don't use anything on the bass strings to clean them, having never had a customer express any interest in what the strings looked like.
