Get a couple of nuts that size, and lock them, then just turn it in, till it is level with the other ones.
Or the number of turns it took to get the other one out.
Did you try a die to repair the threads on the original one?
Some of the action bolts have a squared of section, allowing the use of a wrench.
The picture isn't big enough for me to see.
