Tom, I would tip the piano on its back and try thin CA glue first and foremost. That thin stuff can travel into the most amazing places. If it doesn't beef up the holding ability, then replace the worst offender with a larger tuning pin. I wouldn't place to much concern on the music wire breaking since it doesn't hold anyway. Either of these methods will either work or not. If not, there is also the option of plugging the original holes and re-drilling. Others on the list can be more exact concerning this process. What to charge the customer for these attempted methods, whether they are successful or not, is going to be the real challenge.
